Adlai will need a Sacrifical Jizo, Wooden Shield, and a Wind Orb. The items Adlai need can be gathered within South Window City.
If you have Clive or Bolgan in your party, you can take the Sacrificial Jizo from their accessory slots, as both come equipped with one upon recruitment.
When you have a Wind Orb for Adlai, make sure you choose the "Throw the Wind Orb at him" option.
If not, he will keep asking for the same sequence of items until you throw the Wind Orb at him.
After recruiting Adlai, he will instantly create an elevator for the Headquarters. When you enter the Headquarters, you can find it above the Stone Tablet of Promise in the first floor.
The elevator is a faster alternative to the stairs in the Headquarters. You just need to walk toward it to use it and select the floor you want to visit.
You can instantly move between floors to use essential gameplay features like: saving via the Journeyman Orb, managing your inventory with the Warehouse, and checking out other areas of the castle.
