To unlock the Bath, recruit Tetsu. Once recruited, he will start building the baths. He can be found at the Lakewest Inn during Chapter 5.

Displaying specific combinations of Antique Items inside Headquarters' Baths facility unlocks Bath Scenes wherein unique animations play out. To be able to display Antiques, simply talk to Tetsu after recruiting him in your team and the baths are built.
Likewise, Bath Scenes can be unlocked when you take certain characters, or combination of characters, into the baths.
