To use an Old Book, you'll need to recruit Emilia first and talk to her in your headquarter's library. Once you've done that, it will get used up and you'll unlock a new book to read.
Library Guide: How to Unlock and Use
Old Books contain useful information for your adventure, like lists of items or the prices of different Antiques. However, they must be translated first before you can read them in your library so make sure to give it to Emilia right away.
