Defeat Neclord and Talk to Him at Neclord's Castle

Pesmerga can be recruited by leveling up Headquarters to Lv.4 and speaking to him in the top room of Neclord's Castle after defeating Neclord.

Pesmerga has some of the best STR and DEF stat combinations, which make him an excellent frontline choice.
