Pahn	Combat	Pahn automatically joins you after rescuing Eileen. He later needs to survive a duel, so make sure he has the best armor and weapons, and that he is at least Level 30 to ensure his survival. Else, he dies.
Pesmerga	Combat	After defeating Neclord, climb to the top room of Neclord's Castle and talk to him with HQ Level 4 to recruit him.
Qlon	Non-Combat	After the events at Scarleticia Castle, speak to Qlon in Antei to recruit him.
Quincy	Combat	Find Quincy in the Fortress of Garan and speak to him after recruiting 81 or more other characters to recruit him.
Roc	Non-Combat	Speak to him in one of the rooms after breaking in Lepant's Mansion at Kouan.

Tesla	Non-Combat	After recruiting Kimberly, talk to him and he will agree to help infiltrate Soniere Prison.
Valeria	Combat	After escaping from the prison in the Village of the Elves, she will join you.
Varkas	Combat	After recruiting Lepant, return to the Headquarters and you will find Varkas. He will automatically join along with Sydonia.
Viki	Non-Combat	On the way to the Village of the Elves, she will appear in the Great Forest. Speak to her and agree to take her in.
Viktor	Combat	He joins you automatically after leaving Gregminster.
Vincent	Non-Combat	When Headquarters is upgraded to Level 2 or higher, return to the Moravia Castle jail and speak to Vincent inside the prison cell to recruit him.
Warren	Combat	He is found imprisoned in the Moravia Castle jail alongside Viktor and Vincent. He joins automatically as part of the story.
Window	Non-Combat	Obtain the Window Orb from the Cave of the Past and give it to him in Warriors' Village.
Yam Koo	Combat	Joins you automatically after securing the Toran Castle.
Zen	Non-Combat	Give him red, blue, and yellow flower seeds at Qlon Temple.

Kwanda Rosman	Location: Pannu Yakuta Castle After defeating Kwanda in a duel, choose the option to not execute him and you will recruit him to your army.
Milich	Location: Scarleticia Castle After conquering Scarleticia Castle, choose to recruit Milich instead of killing him.
Leon	Location: Kalekka Meet him in Kalekka after reaching Castle Level 4 or higher, then talk to him again after receiving a letter from Mathieu in your Headquarters to recruit him.
Maximillian	Location: Northern Checkpoint After conquering Moravia Castle, he will appear at the Northern Checkpoint upon reaching Castle Level 3. Upon talking to him, he will ask to join the Liberation Army, and if you agree, he will join your party.
Sancho	Location: Northern Checkpoint After conquering Moravia Castle, Sancho will join your army when you recruit Maximilian at the Northern Checkpoint.
Mace	Location: Seek Valley If your Castle Level is 4 or higher, bring Maas, Meese, Moose, and Mose with you and talk to him to recruit him to your army.

Sancho	Non-Combat	After conquering Moravia Castle, visit Maximilian and Sancho at the Northern Checkpoint and speak to them to recruit them.
Sonya Shulen	Combat	Following the Battle at Shasarazade, she will be taken prisoner and brought to your Headquarters. Speak to her, and after asking her to join you, say that you do not care if she hates you.

There are 111 Recruitable Characters

Though there are 108 Stars of Destiny in Suikoden 1, the game features a full total of 111 recruitable characters including temporary playable characters, recruits resulting from story choices, and characters that are not Stars of Destiny.

Of this total, 78 characters are playable in combat, while 33 are non-combat characters that fill some function at your Headquarters or fulfill a role in the story.
