Runes can be equipped heading to any Rune Shop while having a Rune Orb in possession. You can find Rune Shops in certain towns across the map and also unlocked in your headquarters after recruiting Jeane.
How to Equip and Level Up Runes
Rune Orbs are essentially the items you acquire and brought to the Rune Shop to equip the associated Rune. These Runes will allow the equipped character to use special moves like magic spells and unique attacks.
There are also items called Rune Pieces which are different from Runes and are attached to weapons instead. These items have "Rune Piece" in their name to avoid any confusion.
