Talk to Him When He Appears in Rikon Inn

Clive can be recruited at the Rikon Inn after upgrading the Headquarters to Lv.4 by recruiting 90+ other characters. He may not spawn immediately and you'll need to leave and re-enter multiple times for him to show up.

Clive has one of the highest DEX stats among the playable characters and his attacks are almost guaranteed to hit enemies. His STR and SPD stats are also considerably good which makes him a good physical attacker in the back row.
