Weapons can be upgraded at the Blacksmith to increase their damage. When you're at the Blacksmith Shop, speak to the blacksmith about weapon upgrades and spend the required amount of Potch on leveling up the weapon. The higher the weapon upgrade, the more Potch you'll need to spend.

Each Blacksmith Shop is located at a different shop, with each having their own set of upper limit for upgrading your weapons, meaning you can only upgrade a weapon up to a certain level at each Blacksmith.
In some cases, the name of the weapon changes after significant upgrades are implemented. Usually a change in the weapon name also indicates that the weapon stats have also improved significantly.
You can equip weapons with Runes, which in turn, grants corresponding attributes to weapons.
During the early stages of the game, using Water Rune is recommended as it not only grants water attribute to the weapon, but it also enables you to recover 5 HP per Rune Piece each turn during combat.
Note that once equipped, Rune Pieces cannot be removed, and can only be overwritten with a new Rune Piece.
Rune Pieces can also be stacked on the same character's weapon, enhancing the effect with each Rune Piece added.
The Blacksmith Shop in Headquarters can be unlocked by recruiting Maas to your team. Maas can be located at the Great Forest Village.

The maximum Weapon Upgrade level you are allowed to do at the Blacksmith Shop at Headquarters can be increased by recruiting more of the blacksmith companions after Maas, namely Meese, Mose, Moose, and Mace, in that order.
As such the maximum Weapon Upgrade level will depend on which blacksmiths you have recruited, with the maximum weapon level of 16 only unlocked after recruiting Mace.
