To unlock the Matching Cards minigame, you'll have to recruit Georges, the only person who plays it. He can be found at the Kirov Inn.
Make sure your Headquarters is at Level 3, then talk to him.
To recruit him successfully, you must make a new time record in his Matching Cards minigame at any level. Once you do so, he will move to Toran Lake Castle. You can find him near the center of the third floor.

To recruit Georges as fast as possible, select the option to only have 5 types of matching cards in the minigame.
With how the Matching Cards minigame works, it's easy to match one pair of cards and suddenly see a cascade of matching cards afterward, which leaves you the easy task of matching the few cards that are left on the table.
Georges How to Recruit and Stats
In the Matching Cards minigame, 48 cards are placed face-down on a table. You start by flipping one card, then selecting and flipping another.
If the two cards match, the surrounding cards will automatically flip face up. This can trigger a chain reaction where newly revealed cards match with others, causing additional cards to flip, continuing until no further matches are found.
The objective is to clear the table of cards as fast as possible.
After matching two cards and triggering a cascade of matches, take note of the types of cards left face-up once the cascade ends. Focus on one card type and match it with other face-down cards to start another cascade.
When a chain reaction of matching cards is in progress, you can observe the direction it's heading and identify which cards will remain on the table. To stay ahead, position your cursor over those areas during the cascade, allowing you to quickly start matching cards as soon as it ends.
Matching Cards is an enjoyable memory game, but it doesn’t offer any special rewards beyond the opportunity to recruit Georges. While you only need to play it once for recruitment, the game remains available if you ever feel like testing your card-matching skills again.

This card game is unwinnable as it stands. It takes longer than nine seconds to turn over the first round of cards in this remake. Match two cards and it slowly turns over a bunch more cards and eliminates them, then it's already past the nine second target. It is very slow. Even if one has the luck to only need to turn two cards and wipe out the whole board, it will still take longer then the nine second target.
